Several Pokemon were implemented absurdly poorly, ONE OF THE STARTERS is barely functional and can't relearn level up movepools, the starters also have items and only 1 of them seems to work, the Water starter doesn't even have a functioning ability. Several Pokemon are equally screwed by bizarre incompetence in this area.
